Susan Spake 1200:  Emergency Management Director

Susan is originally from Gaston County but it is our fortune that she ultimately decided to come to Lincoln County.  Susan started her career as a volunteer for Dallas Rescue Squad in 1988.  Susan has also been a volunteer for Ranlo Fire and Rescue as well as Crowder's Mountain Fire and Rescue.  She obtained employment in Lincoln County in 1999 as Safety Officer/Assistant Emergency Management Coordinator.  She was promoted to Emergency Manager in 2000.  Just a few of her many certifications include Level II Instructor for OSFM, RT Instructor, as well as Radiological Monitoring and Trench Rescue Instructor.  Susan works with a great enthusiasm for her community.  She is committed to insure that the residents of Lincoln County have a safer environment to live, work and raise their families.  Susan is also an active mom to Elizabeth, Donnie and Madison.  She lives in Lincolnton with her 3 children.



Debbie Hartsell 1203: Administrative Assistant

Debbie came to Emergency Management in 1999 from the finance department where she worked for 10 years.  Debbie is a native of Lincoln County and is currently serving her community working with the East Lincoln Rescue Squad as an EMT.  Debbie has one daughter and lives in Lincolnton with her husband Donald along with her cat Tigger and her dog Possum.


Mike Futrell 1201: Fire Marshal

Mike began his tenure with Lincoln County in 1996 as Fire Marshal.  He comes to us from Eden, NC.  Mike holds many degree's ranging from AAS in Graphic Art's and Photography, BA in Fire Science to a Doctor of Pastoral Studies.  An example of his certifications are Firefighter II, Fire Inspector III, Certified Arson Investigator and Public Fire Educator. Mike serves as Chaplain for Lincoln Life Saving Crew.  Mike is also the pastor of Shalom Baptist Church.  Mike is very proud of his family which includes his son Matthew (NCSHP) and Melissa Avery (LCEMS).  He is the proud grandfather of Makayla and Tyler. He and Susie, his wife of 28 years live in Lincolnton.


Bill Summers 1202:  Deputy Fire Marshal

Bill joined the Lincoln County Fire Marshal staff in 2005.   He is a native of Wilkes county.   Bill has an extensive history in emergency services.  He started the Charlotte Fire Department in 1969 and retired as Battalion Chief in 1998.  Bill was with the Huntersville Volunteer Fire Department for 5 years before coming to Lincoln County.  Just a few of his many certifications include Haz-Mat Instructor, Haz-Mat Technician as well as holding a degree in Fire Science.  Bill has 4 children and many much loved grandchildren.  He and his wife Sherry live in Lincolnton.

Bill Gibbs 1204: Safety Officer

Bill Gibbs has been the Lincoln County Safety Officer since July, 2006.  He was raised here in Lincoln County and has stayed here to work hard for his community as a firefighter for Howard's Creek Volunteer Fire Department for the last 12 years and currently serves as a Lieutenant in the organization.   Bill has worked for Lincoln County Emergency Communications as well as 2 years for the N.C. State Highway Patrol Communications.   He holds certifications in Haz-Mat, Firefighting and OSHA requirements.   Bill and his wife Lyndsey live in Lincolnton with their daughter McKinna.
