Welcome to the new Lincoln County Emergency Management Website! Check back often as we are adding things as they become available.....
Lincoln County Emergency Services is located at the Lincoln County Courthouse 115 West Main Street Lincolnton, NC.  Our normal hours of operation are from 8:00am-5:00pm Monday-Friday.  Someone is always on call for emergencies 24 hours a day.

This office has many roles in the emergency services of Lincoln County.  Please check back often as we will update this site frequently.  Also, if you have any questions not addressed on this site please contact us during normal business hours or e-mail anytime.

Our Mission Statement

To provide the residents of Lincoln County with a comprehensive, integrated and coordinated public safety program through which risks are reduced, emergency services delivered and consequences of events managed to make our community a safe place to live, work and play.  This accomplished through Mitigation, Planning, Response and Recovery.

Emergency Management

The North Carolina General Statue 166A sets forth the authority and responsibility of the North Carolina Emergency Management Act.  The objective of the Emergency Management Department is a four-phase approach to emergency situations:

  •   PREPAREDNESS

    The Lincoln County Emergency Management assists in developing plans for natural disasters such as floods, tornadoes or hurricanes, and manmade emergencies such as spills and nuclear power plant accidents.


  •   RESPONSE


  • Emergency Management is involved in response activities immediately before, during and directly after an emergency or disaster.  We work with other departments and agencies to assists in improving levels of readiness.

  •   RECOVERY


  • Recovery activities are designed to restore public infrastructure and facilities, and to assist families with securing safe and secure housing.  A recovery plan begins with a thorough assessment of damages to facilities, infrastructure, homes, businesses and agriculture.

  •   MITIGATION


  • Mitigation is the combined effort of local, state and federal government agencies which reduces or eliminates the problems associated with disasters.  Most hazard mitigation techniques are applied where land use decisions are made, growth and development take place, and where hazards occur.

The Lincoln County Emergency Management Department is responsible for protecting the people of Lincoln County from the effects of disasters, natural and manmade.

Emergency Management coordinates response and relief activities in the event of a disaster or emergency.  Contingency plans are developed for each hazard.  The plans are regularly tested, refined, and tested again.  All with the goal of protecting or saving lives and property. By providing expertise, support and personnel, the division carries out its theme of cooperation, coordination, and unity.

Fire Marshal

The Lincoln County Fire Marshal is responsible for overseeing the planning, coordinating, and administering of the countywide fire service programs involving inspections, plan reviews, fire code enforcement, fire prevention, fire investigations, and fire & life safety education programs.

Safety Officer

To develop and administer programs to ensure employee safety and agency compliance with safety, health and environmental regulations for specified facilities, operations and the visiting public.

  • Inspects facilities observing operations and activities, investigating health and safety complaints and ensuring that the facility is in compliance with OSHA, and EPA regulations.

  • Observes work in progress, ensures that proper safety equipment is worn and procedures are followed.

  • Coordinates and consults with Facility Directors and program managers regarding health and safety issues in their respective areas and notifies management staff regarding violation of safety regulations and codes.

  • Makes recommendations for corrections and follow up to ensure that violations have been corrected.

  • Analyzes hazards and develops ergonomic risk assessments for both public and non-public areas.

  • Develops policies, plans and procedures to minimize risk to the public and employees.

  • Insures preparation of Safety Manuals, training outlines and employee instructions for work deemed to have recognized hazards.

  • Conducts or provides for employee safety training, including classroom lectures, demonstrations or hands-on instruction.
